Library Committee Policy : 6:10:00:05

I.  PURPOSE

The Library Committee is an advocacy group for the library, representing the mission and policies of the library to the Motlow State community. The committee is a recommending body to the President, designed to serve the best interests of the faculty, staff, students, and the library.

II. DUTIES

The duties of this committee are:

  1. to advise concerning decisions relating to library policies and procedures
  2. to serve as a communications vehicle among  the faculty, staff,  and student body and the library
  3. to advocate for and encourage use of all library resources in the greater Motlow State community. 
  4. to offer counsel concerning policies, practices, and procedures that impact library services, locations, or resources.

III. MEMBERS

  1. Standing Members
    1. The Director of Libraries (ex officio, serves as Library Committee Chair)
    2. One Technical Operations employee selected in collaboration between the Director of Libraries and the Chief Information Officer for a two-year term. 
  2. Appointed Members
    1. Six faculty members will be appointed by the Assistant Vice President of Academic Affairs for a two-year term. 
      1. Faculty must be from a minimum of five different academic departments.
      2. Faculty must represent all Motlow State campuses. 
    2. Two faculty members recommended by the Faculty Council for two-year terms. These representatives are in addition to those appointed in Section III.B.1 of this policy.
    3. One member representing digital instruction: This member is appointed by the Executive Vice President for Academic Affairs for a two-year term.
    4. One library employee: This membership rotates among library employees. The member serves a one-year term.
    5. One representative to be selected by the co-chairs of the Access & Diversity Committee to serve a one-year term.
    6. One member from the Workforce Development unit of Motlow State to serve for a two-year term.  This member is appointed by the AVP for Workforce.
    7. One member from the support staff of the college: The support staff member serves a one-year term and is nominated by the Support Staff Council.
    8. One college Administrator recommended by the Administrative Council for a one-year term. 
    9. A student member may be nominated by the Dean of Students or their designee. Student representation can be evaluated annually. While the student term in office will default to an academic year, students may serve multiple terms at the discretion of the Dean of Students in collaboration with the Director of Libraries.
    10. The Director of Libraries may recruit additional representatives to ensure diversity of thought and voice.

IV. MEETINGS

  1. The committee meets at least once during each of the spring and fall semesters at a time agreeable to the majority of the committee membership.
  2. Additional meetings may be called by the Director of Libraries.
  3. The Vice Chair and Secretary are elected by the committee members annually at the first fall meeting.
  4. Vacancies
    1. Should an officer position become vacant, the remaining members of the Committee may recruit someone to serve the rest of the term as an interim.
    2. Should a Committee seat become vacant, the Director of Libraries will work with the respective parties or Councils referenced in subsections of Section III of this policy to recruit representation for the vacant position.
    3. Should the Director of Libraries position be vacant, the Executive Vice President for Academic Affairs will identify an interim committee Chair.
  5. Minutes of all meetings are distributed to committee members, Assistant Vice President for Academic Affairs, Executive Vice President for Academic Affairs, the Office of the President, shared governance Councils, and to others as appropriate. 
  6. Minutes of the Library Committee are kept on permanent file by the library.
