I. INTRODUCTION 

Motlow State Community College establishes residency classification procedures in accordance with Tennessee Board of Regents Policy 3:05:01:00. Residency determinations are used to assess the appropriate tuition and fee rate for students and are administered consistently and fairly in compliance with applicable state guidelines. 

II. GENERAL POLICY

Motlow State Community College will apply the provisions outlined in Tennessee Board of Regents Policy 3:05:01:00 when determining residency status for tuition purposes. 

III. INITIAL RESIDENCY CLASSIFICATION

  1. Information regarding residency requirements and classification procedures will be published in the College Catalog and other official College resources. 
  2. An applicant’s initial residency status will be determined using the information provided on the Application for Admission and any supporting documentation submitted to the College. 
  3. Applicants determined to be out-of-state residents will be notified by the Office of Admissions. An Application for In-State Classification will generally be provided unless the applicant is clearly ineligible for in-state residency based on federal or state regulations, including certain visa classifications. 

IV. REQUESTS FOR RECLASSIFICATION TO IN-STATE RESIDENCY  

  1. Students requesting reconsideration of their residency status must submit an Application for Tennessee Residency Appeal Form to the Office of Admissions. 
  2. Applications must be fully completed before review can begin. Any application submitted without required supporting documentation will remain incomplete until all requested materials have been received. The Office of Admissions may request additional documentation as necessary during the review process. 
  3. To ensure timely processing, applications and all supporting documents should be submitted no later than fourteen (14) days prior to the first day of classes for the applicable semester. Students are responsible for providing all requested information by the published deadline. 
  4. Residency reclassification applications will be reviewed in the order they are received. 
  5. Applications submitted after the priority deadline may still be accepted but may not receive priority processing before the beginning of the term. 
  6. Applicants who apply for admission after the published deadline may submit a residency reclassification request through the end of the Drop/Add period for the applicable term. 
  7. Applications that remain incomplete as of the census date for a semester will not result in an in-state classification for that term unless the student is enrolled exclusively in a later-starting part-of-term course. 
  8. Students enrolling only in late-starting courses must submit all residency reclassification materials before the first class day of the earliest late-starting session in which they are enrolled to be considered for in-state tuition for that term. 
  9. Students will receive written notification regarding the outcome of their residency reclassification request. 

V. RESIDENCY RECLASSIFICATION FOR CURRENTLY ENROLLED STUDENTS 

  1. Requests for residency reclassification submitted by currently enrolled students will be reviewed in accordance with Tennessee Board of Regents Policy 3:05:01:00. 

VI. HONORS PROGRAM 

  1. Students who are domiciled out-of-state and who are selected in the Motlow State Community College Honors Program are not required to pay out-of-state tuition. Formal selection and satisfactory continuance in the Honors Program are required in order to waive the out-of-state tuition. 

VII. EFFECTIVE DATE OF RESIDENCY CHANGES

  1. If a student initially classified as out-of-state is later approved for in-state residency, the revised classification will become effective beginning with the term for which reclassification was requested. 
  2. Out-of-state tuition rates will remain in effect for any semester in which reclassification is requested unless the completed application and all required documentation are submitted on or before the final registration date for the earliest session of the term in which the student is enrolled.
